  • Certificate of Financial Responsibility. To obtain a Financial Responsibility Certificate, the motorcycle owner must post a surety bond with a state-licensed carrier and deposit a specified amount of cash or securities with DHSMV.
  • Self-Insurance Certificate. To obtain a Self-Insurance Certificate, the motorcycle owner must provide evidence of a specified net worth to the Bureau of Financial Responsibility.

If a motorcyclist is involved in an accident deemed to be his or her fault and cannot meet their financial obligation, they face serious ramifications. These can include suspension of their driving privileges, suspension of their vehicle registration and tag or a mandate that requires them to purchase bodily injury and property damage liability coverage for three years. In addition, the at-fault motorcycle owner would be open to civil judgments in tort court. If a motorcyclist is involved in an accident that is not his or her fault and suffers damages, they must pursue compensation from the other driver's insurance company.
